President & Chief Investment Officer

Bernard F. McGinn, CFA

Bernie founded McGinn Investment Management, Inc. in 1991. The firm’s name was changed to McGinn Penninger Investment Management, Inc. in 2023 to reflect the multigenerational composition of the team. He has been in the investment management business since 1982, first with Merrill Lynch and later Kidder Peabody. 

Bernie has served on the adjunct faculty at the McDonough School of Business at Georgetown University where he taught graduate level courses on financial theory and applied portfolio management.  In addition to Georgetown, Bernie served as a visiting Professor of Finance at the Smith School of Business at the University of Maryland where he taught graduate level portfolio construction theory.

At the suggestion of the former Governor of Virginia and current U.S. Senator, Mark Warner, Bernie served as a board member for the Virginia Foundation for Community College Education. The board recruited Mr. McGinn for his skills and expertise in portfolio management with foundations and charitable organizations. He also served on the finance committee for the National American Diabetes Association and locally on the board of The Campagna Center and The Running Brook Fund in Alexandria.

Bernie has been a contributor to CNBC, Fox Business News, Barron’s and The Wall Street Journal.

Partner and Portfolio Manager

McCoy Penninger, CFA

McCoy started with McGinn Penninger Investment Management in 2010 as a summer analyst. His career in the investment management business began in 2007 with Morgan Stanley. McCoy serves as a portfolio manager for McGinn Penninger’s separate accounts as well as for the Union Street Partners Value Fund.

McCoy is a member of the South Carolina CFA Society and the Washington Association of Money Managers. He has been a guest lecturer and presenter at George Washington University’s School of Business and Georgetown University’s McDonough School of Business.

McCoy has been quoted in the Financial Times, and his work has been featured by Forbes.

Alicia H. Magnier

Alicia joined McGinn Penninger Investment Management in 2002. She manages client services, operations, and compliance functions for McGinn Penninger Investment Management, Inc.

Mrs. Magnier brings over 20 years of experience in the financial services industry to McGinn Penninger Investment Management. Her career began as a portfolio assistant with Carret Asset Management in New York City, where she assisted the CEO and the company’s board of directors. She maintained the Series 7 and 63 licenses while supporting the trading desk at Carret.

Chris Lane

Chris joined McGinn Penninger Investment Management in 2022 as a Junior Analyst. Chris manages distribution and marketing for the firm and assists the portfolio managers in covering current investments.  Chris earned his undergraduate degree from the University of Maryland where he was also a member of the varsity golf team.

Richard Slater

Rick joined McGinn Penninger in 2025 after running his own Investment Advisory business for 17 years. He holds a B.S. in Mathematics and Computer Science from SUNY Empire. He enjoyed a 25year career as a software engineer, obtaining 4 patents before deciding to pursue a second career in finance and earned an Executive Certificate in Financial Planning from Georgetown University in 2005. Shortly thereafter, he achieved the Certified Financial Planner (CFP) certificate from the CFP Board of Standards. He has been a member of good standing in the Financial Planning Association since 2005 and was accepted into the National Association of Personal Financial Advisors (NAPFA) in 2015. NAPFA is the country's leading professional association of Fee-Only financial advisors, highly trained professionals who are committed to serving as fiduciaries by working in the best interests of the clients they serve.
